Huh? "svn:native" is EXACTLY what we do, and it works FINE for us using
both TortoiseSVN and Cygwin svn (both at 1.4.3). Using anything other
than Native ensures our cross-platform builds will have problems.

SVN's use of properties was one of the many factors that led us to
choose svn instead of cvs when switching from MS VSS.

That doesn't change the fact that the Cygwin version of Subversion
behaves more like the *NIX clients than the official Win32 CLI client.
Try this very simple test:
Add a plain-text file to a repository.
Set the svn:eol-style property to "native"
Check out one copy using the Cygwin client, and another using a native
Win32 client (CLI or TSVN)
Open each copy of the file. Note that the EOL markers are different.
