ReporBrowser usage.

I have a repository which contains a new empty committed folder.
The checked out WC has been updated and the structure is visible in
explorer.
However RepoBrowser does no show the new folder, as show in the attached
screenshot.
The new folder is "Branches", as shown in the explorer view.
So is this an interpretation error on my part or a deficiency in TSVN?
Using nightly build r9711 on Win2k
Remote Server is running SVN 1.4.3
