But that's not all.

The view presented by the RepoBrowser varies depending on how it is invoked.
Select a folder, any folder, lets say WC and right click and bring up
the Repo Browser.
Select the root node and we see all the contained folders, just like I
expected.

Now Select a folder, any folder, lets say WC/Trunk and right click on
TortoiseSVN - Branch/Tag to invoke the Branch dialog box.
For the target path click on the elipses "..." to invoke the ReporBrowser.
Click on the root node and bingo, Branches path does not exist.

Sort of sorry about the tortuous path to nail this but screenshots do
tell the story well.
