I just created a small repo on a very cheap *old* pendrive, using
SVN/TSVN 1.4.3. I added a bunch of files, binary and text, created new
wc's, committed changes etc., all using file:/// URLs. It seems as fast
as doing any other operation on the pen drive. It wasn't very slow at
all, even though it is a very old drive.

So it seems like this might not be an SVN problem. Are you using
file:/// URLs or are you starting svnserve? What's the URL you're
using?
