RSS commit setup -- WAS -- RE: Overlay for out-of-date, 'normal' files

Not most, all.

I had this setup and it worked well (until IT found my rogue setup and
demanded to put it on a production server).
I attached the files I used on a Windows environment. Please note that
I edited svn2rss and it is not the same as any distribution version.
(also note hard-coded values in make_rss).
To use svn2rss.py you need the following:
-SVN Commandline Client (it doesn't use the bindings)
-Python (I used 2.3 but believe later could work)
-PyRSS2Gen
-RSS reader with tray notification (I used RSS Bandit)

Not sure if there is an easier route (if you search on the subversion
list you'll likely find more options).
