Bug report: context menu entries sometimes disappear

Hi,

In the recent nightly builds (tested with r9160) there seems to be a problem
with context menus on unversioned folders - they are lacking the Checkout,
Import and Create repository commands (among others). This seems to only
apply to unversioned folders - in already versioned folders all applicable
commands appear correctly.

The only TSVN entries that appear on context menus for unversioned folders
are 'Help', 'About' and 'Settings'.

I double checked by reinstalling the latest official release (1.4.3), and
menus started working again on unversioned folders.

Looking at log, it seems that there was a major context menu rewrite in
r9103 - maybe this is the problem?
