Sorry for the late answer:
This is currently not possible. TSVN will always show all commands in
the context menu entry.
But I filed an issue for this:
http://issues.tortoisesvn.net/?do=details&task_id=350
which means it *may* get done for the 1.5.0 release, but don't get your
hopes up yet.
