Context menu - disabling selected items

Is there a way to disable selected context menu items or prevent them from
appearing?

Here's why I'd want that -- we're considering rolling out TortoiseSVN as a
Win32 client to users that include a number of non-tech folks, so we need
to have some "safety rails" around what they do.

One option in particular that I'd want to disable on any of their installs
is the option to create a repository. That's about the *last* thing I'd
want any of them doing -- creating spurious repositories all over their
machines and the network instead of only using the ones they're supposed
to use.

I'm wide open to various solutions for implementing this. All their
machines are Wintel/XP. So, if for instance somebody knows of a registry
hack that will make specific options simply not appear on the context menu
at all, then we've got no problem getting that scripted and run on the
selected machines when we do our roll-out.

Other items available from the context menu that I'd like to disable include:

their ability to branch and tag,
probably their ability to switch, relocate
add to ignore lists and do anything with patches.

Under Settings / General, also would like to disable
automatic updates,
global ignore pattern,
altering file date settings,
svn config file and using _svn vs .svn directories.

Possibly some other things as well, but that list should be more than
enough to give the list an idea of what I'm trying to do.
