PUTTY error when using tortoiseSVN

I have 1 person who is seeing a "PUTTY" error with the "Network
Connection Refused" message when trying to checkout the repository (ssh
+ svn). She is using tortoiseSVN to checkout a repository on a different
server and it works fine. I had her specify the path to
tortoiseplink.exe in the network settings (TortoiseSVN -> Settings ->
Network -> SSH Client), but it still comes up with the "PUTTY" error
message.

 

 

I also had her go into "Saved Data" and clear the "Authentication data",
just incase it was saving the method it uses for the ssh connection.
That didn't work either, still gets the same PUTTY error.

 

Any ideas? I just don't get why it's a PUTTY error when she has
specified tortoiseplink.exe for the ssh client.
