That was the initial idea behind it. We received tons of support mails from
people asking "I have installed TortoiseSVN, how do I start it".

As stated above. Just the other way round. Since we added that shortcut
those support mails didn't show up anymore :)

I'd consider adding a command:settings shortcut to the Start menu too. It's
not the worst thing to be able to access the settings from there.
