SVN copy command - URL to URL?

I know the command line version of SVN copy supports 4 types of copies:
1) WC->URL
2) WC->WC
3) URL->URL
4) URL->WC
 
It appears as if TortoiseSVN copy/branch/tag only supports 1) above.
Am I correct? If so, are there any plans to support 2/3/4?
