Hello, I have resolved this problem and now post here what I did,
if anyone else have experienced it too:

I deleted the contents of the folder:
C:\Documents and Settings\imc.WALKER\Local Settings\Application
Data\TSVNCache
where imc.WALKER is my username. The single file that resided there was
'cache'. I deleted it and the icon overlays began to work well and in
full functionality.

It seems that TSVNCache crashes because of corrputed 'cache' file. So
here is
a question/suggestion: As the deletetion of the cache file resolved the
problem,
is it able TSVNCache to discover when the cache is corrupted and to
initialize it
silently ?
