start_commit_hook (Was: Fill commit dialog from local file)

Ok, no reaction so far. Well, but when digging through the source code
of TSVN I've found some hidden feature called "start_commit_hook".
Together will the trivial addition of a "tsvn:logtemplatefile" property
using such a hook would fullfill my needs. Only question - as I didn't
find any documentation: How do I use this feature?
