"Network connection refused" error for just 1 person

I have a repository setup, it's using svnserve, and everyone can do the
SVNCheckout except for 1 person who gets "Network connection refused". so the
url she's using is svn+ssh://qaguest@ip.address/home/svnadmin/QA and she can
connect to that same IP address using putty and ssh. I tried deleting her ssh
keys and having them recreated, but I can't think of anything else to try.

Any ideas or help would be greatly appreciated.
