Wrong assumption. Even as an Administrator, you don't have all the
rights. For example, you can't browse the folder "system volume
information" which is on every root drive.

As I said in my answer in the thread you mention above:
you must make sure that the user SYSTEM has all the right to the folder
where the msi file is. Not the user Administrator, the user SYSTEM!

Next time, don't post to both lists (user and dev). One is enough. You
won't get an answer faster - maybe you might just get ignored (If I
weren't in a somewhat better mood than usual, I would not answer).
