Compiling SubRevWC

Hello.

Do I need a complete build environment to just build SubRevWC? Can it be
compiled against the DLLs of a specific release or doesw the entire package
need to be compiled just to make this one tool? I have need of the $WCDATE$
in a different form and have no problem making the needed changes to the
source. I am just hoping to avoid having to build the whole thing to get it.
