From the FAQ entry:
"If you have set the svn:needs-lock property on a file, Subversion makes
that file ReadOnly until you get a lock on that file. Read-only files have
this overlay to indicate that you have to get a lock first before you can
edit that file."

Logic problem: Not every dog is a poodle, but every poodle is a dog ;)

The grey overlay icon tells you that the file is read-only. It does *not*
imply that the file has the svn:needs-lock attribute set. *If* a file has
the svn:needs-lock attribute set, *then* SVN will mark the file read-only
which will turn on the grey overlay.

Maybe the section needs a better wording :)
