Lock overlay icon without svn:needs-lock

Hi,

following use case (same for 1.3 and 1.4):
- a file, no svn:needs-lock set
- set readonly attribute on that file
- run tsvn update
- press F5 to refresh
-> the overlay icon changes to locked/grey.

As in the FAQ (http://tortoisesvn.net/node/138) described I would expect
that the icon only changes to locked/grey if the svn:needs-lock property
is set.

Any comments?
