Reading the release notes, that would only come into play if your new
SVN binaries were compiled against a different BDB version I think. I
always forget about BDB because I've never dealt with it.

Looking at the directions for upgrading BDB, it looks like a
convenient excuse to dump & reload the repository to upgrade to FSFS.
