That change wasn't done recently but quite some time ago already. And it
doesn't ignore paths inside .svn folders but all path inside a /tmp
folder. That was done to avoid lock problems with other applications
(users complaining about what the h*** the cache has to do in a temp
folder).

Also I can't see why someone would have a working copy inside a temp
folder - if you want to work on something, just put the folder somewhere
with a /real/ name.
