light builds of tortoisesvn.msi

The TortoiseSvn-xxxx.msi contains all the MFC libraries needed for its run,
which take most of the msi weight.
It is good for the releases but not for nightly builds.
It would be great to have a light version of the builds, which
contanes only TortoiseSvn itself, so it takes less cost for frequent
downloading.
