Please read the docs. Seems you misunderstand what "Update to revision"
is meant to do.

If you want to revert some changes (i.e. get a file to look like from a
previous revision and *use that version of the file from now on*), use
either the log dialog (menu entry "revert changes from this revision" or
"revert to this revision"), or use the repo browser, switch to that
revision, then "copy file to..." and overwrite the existing working copy
file.
