SVN questions - two SVN server merge

Greetings,

We will setup a branch out of the country and we don't want that office
to access our SVN server. It seems that we have to maintain two SVN
servers. One is the center SVN server in house, and the other one is in
the branch office. Our goal is to create a SVN branch in house and dump
the branch to that office. Once they finish the project, we like to
merge the codes back to our branch.

Our questions are:

* How do we manage files transfer between two SVN servers?
(Dump/Load???)
* How to merge changes/files with history, and comments for two
branches in two different servers?
