You _can_ commit (atomically) from the parent directory, using
TortoiseSVN -- as long as the external links to the same repository.
But be warned: If you try to update to an old revision, only the
parent directory will be at this specific revision; all externals
are be updated to HEAD.
This happens without a warning!

Right. I hope was hoping to be able to commit from the parent directory. Oh well, thanks for the responses.
