Automation redux

I am already using the command line SVN client for Windows, but I
am the only person at my company willing to use the command line
client. The rest are using TortoiseSVN.

I have wrapper-scripts for the various SVN commands to carry out
client side actions to incorporate revision information into the build
process.

Unfortunately, not all of the build environments we need to use
support "extra" actions beyond the actual compiling and linking.
Therefore, it is desirable to have these actions triggered when
a commit or update is done.

So, is there any way to configure TortoiseSVN to trigger client
side scripts whenever either a commit or an update is done?
