Bug: "cannot non-recursively commit directory deletion..."

Is this a bug? In my working copy, using Tortoise, I choose to rename a folder. It results in a single Add+ entry in the Commit dialog box, which is correct, but then creates a delete entry for every subfolder and file. Instead, shouldn't it create just *one* delete entry for the topmost folder being renamed?
 
 When I try to commit, I get the error message (see subject). The same seems to happen if you just delete a top-level folder.
