Simple, TortoiseSVN is an explorer shell extension and it has to shutdown
and restart explorer to install itself properly.
That's why all applications that currently have an open handle on the
explorer have to be closed. If you used a standard file open/save dialog in
one application, this application from now on has an open explorer handle
until it's closed.

So the setup doesn't tell you the real truth. The TortoiseSVN installer only
updates a few files, but since these affect the windows explorer, all
applications that are currently using explorer are affected as well.
