"Files in use" when updating with MSI setup

Hi,

i just have a short question: why is it that nearly all programs that run on my
win2k computer when i'm updating tortoiseSVN using the msi installer have to be
closed because they "are useing files that need to be updated by this setup.
Close these applications and then click Retry to continue the installation or
Cancel to exit it."

i'm really wondering what on earth this installer may be updating so that *every
time* i update tortoise (even for minor versions) it needs to change files that
are in use by programs like iTunes or Firefox or Visual Studio or whatever else.

needless to say this is really annoying, cos that means i have to close my whole
work environment if i want to update tortoise, and since i seldom want to, and
seldom think of updating tortoise right after starting or before shutting down
my computer, i seldom get around to carry out the update, and it reminds me all
the time, and... well, it's annoying.

any information about this would be really appreciated, and if possible can
someone tell me if it's really ok to click "ignore" when i get the message, or
if i can do anything to prevent this?
