Before tortoise could show the repository lock status, subversion itself
would have to support caching this information in the .svn directory.

I have never requested that shellex contact the repository. But I do
request that icons show repository lock status.

Explorer will not become degraded in any way.

Tortoise already changes icon overlays based on information in the .svn
directory. What I am talking about falls within this model, and never
causes explorer to ever become unusable.
