Constantly emailing developers about locks is even less convenient than
manually checking for locks. If you've got 20 people working on a
project, at any given time they might have 20-40 files locked.

There's no way any one of those people wants to remember all the files
that other people have locked, and there's no way they want to manually
check every file they're about to modify, especially if 99% of the time
there's no lock.
