TSVN Cache prevents Cygwin / DOS SVN tools working

When checking out using the command line tools, I frequently come across
the error
can't move .svn/tmp/entries to .svn/entries: permission denied.
Having used Process Explorer from www.sysinternals.com to discover who
has the file handle - it turns out to be the TSVNCache. Given that TSVN
Cache
process happily coexists with the TSVN shell, presumably the same should
apply
with the command line tools? Is this a bug in Tortoise or in the
command line interface?
