No, there isn't a difference. The warning message is something that TSVN
adds to help you, but there's no difference between copying and tagging.

This issue has been discussed many times before. If you really have
problems with it, then please discuss it on the Subversion mailing list.

Why?

Using server-side hook scripts you can restrict the operations that can
be performed on the "tags" directory. This way you can make the "tags"
directory special. It's all up to you!
