tag vs copy

Hi all,

is there an internal difference between tagging a folder or just making a
copy?
I realized that when I tag a folder (with subfolders) into another folder
named "tags" a warning occurs when changing one of the tagged files. When I
tag this folder somewhere else, no warning comes up when changing someting.
Is it a bug?

I think there should be at least something like a Flag, that differs between
a simple copy or a tagged folder.

I appreciate any help with this question? Thanks a lot.
