A good guess for race conditions are some virus scanners which lock files
while they access them, which in turn doesn't allow TortoiseSVN to
rename/move/delete these files.

Maybe http://tortoisesvn.sourceforge.net/node/14 can help you a little bit
further.

Which version of TortoiseSVN are you running btw?
