I have looked at that, but not entirely sure what it means
   
  Apart from giving them admin rights, how do I allow users to access a process running as another user? Haven't been able to find any documentation which give some clear instructions or HOWTO guide or anything like that
   
  Perhaps I can run it as a service or run it as a user whose processes everyone can access?

It works fine for me on many machines, all users in the admin group.

You read http://tortoisesvn.sourceforge.net/node/158 ? The underlying
principle being not just "make all users local admins" but, "ensure the
user has privilege to access TSVNCache.exe, whatever privilege it's
running as". In theory you'd think they're the same but we all know
about practice.
