Revision graph does't work with local file system access

Hello,

Since 1.3 (not too sure what version it got broken in), TSVN has been unable
to do revision graphs when accessing repositories in the local file system.
I am doing my project solo, so I just created a repository on C: and check
the files out locally. In the past I have been able to use the revision
graph feature (and mighty nice it is too) but no longer.

I realize that my use-case might be not that common but it would be really
nice if it could work again.
