Access file through URL

Hi all,

I'd like to know whether it is possible to access a file directly through
the use of a URL. For instance:

svn://svn.twotribes.com/REPOS/text.txt

Typing that in your browser would, ideally, make Tortoise go the latest
"text.txt" on the SVN server. If I type that now I just see the Repository
Browser. Another cool feature would be this:

svn://svn.twotribes.com/REPOS/text.txt-rev1923

would make it go to revision 1923.

Please be aware that we don't use an Apache server, so the use of WebDAV and
similar solutions is not possible. Basically Tortoise needs to handle it
all. My question is: is such a construction possible?
