XP MSI Install Issue

OK I located the source of the problem.

In the Window's registry Win31FileSystem was set to 1
which disabled long file names. I changed the setting
to 0 and was able to install successfully.

I confirmed that this was the problem by resetting it
to 1 and the problem reccured.

Full Path to this setting:

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\FileSystem\Win31FileSystem
