There are several reasons why this error might pop up. Stefan already
mentioned some. It can also happen because the MSI doesn't have a
Package Code, but I think this isn't the case, because the TSVN
installer worked for me.

I've often seen this happen when there's a local cached copy (of a
previous version) of the TSVN installer (or any other installer that has
the same GUIDs (should never happen)) present in the Windows Installer
cache directory (usually in C:\Windows\Installer). When you "run" an MSI
file Windows Installer first checks if it is already present on the
system. So although you clicked on a freshly downloaded MSI file, the
problem might be caused by the cached copy.

You say you have never run the TSVN installer before. Are you sure?

Anyway, this problem might be solved by using the Windows Installer
Cleanup Utility. A download link for the utility can be found here:
