XP MSI Install Issue

I'm getting an error trying to install TortoiseSVN.
I've listed the error and other details of the laptop
below:

"This installation package could not be opened.
Verify that the package exists and that you can access
it, or contact the application vendor to verify that
this is a valid Windows Installer package."

- I've never installed any version of Tortoise on this
machine before.
- I am member of the Administrators group on this
machine.
- XP Service Pack 2
- msi version: 3.1.4000.2435
- install file: TortoiseSVN-1.3.1.5521-svn-1.3.0.msi
