Oh, come on. Just buy a legal copy of Windows ;-)

Maintaining two separate installers (and installer technologies!), now
that would require even more overhead. So I guess: NO!

And I would advice against switching to a different installer engine.
Windows Installer is THE way to go on Windows.

I guess that could be handy, but then you'd have to manually register
all shell handlers etc., which is a lot of work. Ofcourse this task
could be performed by a script, but that could be considered as another
installer...
