Update/Cleanup/Checkout not working any more; help appreciated

Hello,

we are a small developer team and use SVN over Tortoise-SVN now for nearly
1 year without serious trouble;
but now we have into a big problem with one of our projects
(problems occur on all clients) :

When calling TSVN-Update:

Error Working copy e:\ae\res locked
Error Please execute the "Cleanup" command

When calling TSVN-Cleanup:

Subversion reported an error while doing a cleanup !
In directory 'e:\ae\res'
Can't copy 'e:\ae\res\.svn\text-base\bmp00004.bmp.svn-base' to 'e:\ae\res\bmp00004.bmp.2.tmp'
Das System kann die angegebene Datei nicht finden (this sentence in German means: The System
can't find this file)

When trying to do a new TSVN-Checkout of the project :

Error In directory 'e:\ae\res'
Error Can't copy 'e:\ae\res\.svn\tmp\text-base\tb4.bmp.svn-base' to 'e:\ae\res\tb4.bmp.tmp' :
Das System kann die angegebene Datei nicht finden (this sentence in German means: The System
can't find this file)

This message on checkout is true :
'e:\ae\res\.svn\tmp\text-base\tb4.bmp.svn-base' does not exist;

but this is a fresh checkout, so I think the system would have to make the file
available if it needs it !?

Committing changes seems to be fully functional;
a file e:\ae\res\tb4.bmp exists in the project

T-SVN shows the following version in it's about box:

TortoiseSVN 1.2.1, Build 3895
Subversion 1.2.1,
apr 0.9.6
apr-iconv 0.9.5
apr-utils 0.9.6
berkeley db 4.3.27
neon 0.24.7
OpenSSL 0.9.8 05 Jul 2005
zlib 1.2.2 CAN-2005-2096 fix

We are using the FSFS Filesystem on the SVN server.

What can/should we do to solve this problem ?

Until now we intentional did not update SVN and T-SVN to the newest version
because the system worked well and stable ("never change a running system ..");
should we do an update in this situation ?

Every advice is highly appreciated; thanks in advance for your help.
