svn:ignore on all subdirectories?

Hello,

 I want to set the svn:ignore property for the whole repository (and
 just that repository, for all users). So i modify the property on top
 of it, check the "recursive" checkbox, commit changes.

 Then I put some files which should be ignored into the root dir of
 repository and into some subdirs. I try to commit them all.
 TortoiseSVN ignores files in root dir (ok), but still wants to commit
 files in subdirectories. Any ideas what do I do wrong?
