Invalid change ordering: new node revision ID without delete

This was discussed in a previous thread and I hope I have not caused
aggravation by starting a new one - I was unable to find how to
continue the existing thread at

We often work locally on our software project before deciding to create
a mini branch for the work item so we can put it aside for later. We
call these mini-branches "Twigs", being small branches of discrete and
incomplete items of functionality. Sometimes we have several on the
go, hence the need to branch in the repository.

We do this by creating a branch from our working copy using Tortoise.
This is a notoriously problematic process, which recently has always
resulted in the failure message "Invalid change ordering: new node
revision ID without delete".

The problem occurs whether or not you ensure all local files are either
added or deleted (and there are no 'missing' or 'unversioned' entries)
in Check For Modifications.

If you turn of the Switch checkbox in the Branch/Tag dialog, it still
causes problems.

We've tried doing cleanups, etc. (incidentally what does cleanup mean
and why is it not automatic?) to no avail.

The only workaround we found the last time this occurred was to branch
in the repository, then do an SVN switch on the modified Working Copy,
then commit the changes. Making plenty of backups along the way, of
course.

Last time this occurred, the commits included:
- modified some files
- added a folder containing new files (these had been added locally,
although this makes no difference)
- moved and modified some files

This happens in both Tortoise 1.2.4 and 1.2.6 (latest) on Windows, SVN
1.2.3.
