Can you check the *exact* value of that property.
If I set it to "false " with a trailing space, it has the same effect as
"true".

Maybe TSVN should validate the tsvn:* properties that take a true/false
value, or possibly just strip leading and trailing spaces (only from
these known props) before setting.
