bugtraq:number does not work

I seem to remember seeing something in some of the documentation on the
website about this, but upon searching again (through the documentation,
change log, and mailing list archive) could not find it. The
"bugtraq:number" property does not perform as given in the user's guide,
as when set to false, it still disallows non-numeric issueIDs. I
believe this is also keeping the "bugtraq:url" property from performing
as well, as I cannot get it to provide a link in the log (presumably
because there is no valid %BUGID% value). I'm using the latest release
(1.2.6-4786), although I've had the same problem with prior releases.
If I missed it in my search, could someone point me to the documentation
that discusses it?
