It's not TortoiseBlame that can't handle UTF-16 but the Subversion
library (well, it can handle UTF-16, but it doesn't treat it as text but
as binary data).
There's already an issue filed in the Subversion issue tracker to treat
UTF-16, UTF-32, ... as text. But it will take a while until that's
implemented.
