This question comes along every few days... The answer can be found in
the Subversion FAQ:

Many of my own repositories (projects) contain a script that every
developer must run after the initial checkout (kinda like a client-side
hook-script). This script copies and renames the template-files to the
right location. After that every developer can start their work.
