IgnoreList for versioned files

Is there any way to ignore subversioned files from being comitted even
if they were changed? Like an ignore list?
In my case a have a configuration file which doesn't have big changes,
but localy (in my machine) i need to change it, so the application can
work with my local database and web server. But i don't want to commit
the file and it's very annoying to remember to uncheck that file each
time i do a bulk commit.
