Stefan's right. This subject is called "Packaging". One of the strenghts
of Microsoft's Windows Installer framework is that the MSI database can
be customized. Administrators of large networks often change the MSI
database so it will install the way they want it. Other installers, like
NSIS, or the older Installshield versions are basically black boxes that
cannot be changed and are much harder to deploy across large networks.

So if you want to enforce certain settings I suggest you train yourself
in those administrator specific topics.
